As for animations/transitions, I would suggest getting familiar with GSAP, I use their Scrolltrigger alot, easy to use and can make a website 10 times more appealing.

CSS-Tricks

If you don't already, first learn the use of Flexbox, it makes building responsive apps so much easier. I would also learn to write good, reusable CSS. Check out best practices for writing SCSS, I personally prefer BEM. You should definitely check out CSS-tricks.com, I still learn a lot of new stuff from there. When you're comfortable with CSS (SCSS) knowledge, get into CSS Frameworks like Bootstrap and Tailwind. I prefer Tailwind because it is much more customizable.
