This strategy only works if you have enough confidence in your finances to know that if I gave you a card with 100k credit limit, you would never spend more on it than what you have in your bank and has been budgeted for. I like Toshl https://toshl.com. It does what you request - allows budgeting & automatically pulls transactions from multiple banks, although you need a monthly subscription for connection to banks. In principle a mobile app, but allows you to download data in excel. Source: over 1 year ago
