I usually use laragon there it comes with apache server can install php version and has composer built in. https://laragon.org/ also can set up quick app scrpt so on right mouse click will start install process for any php based project you want. Source: 9 months ago

Try out something like https://laragon.org first. It will setup a MySQL server you can easily connect to locally. Even includes HeidiSQL for writing queries and things. Source: 9 months ago
For development purposes I use Laragon which usually spares you the hassle of manually setting up SQL and Apache. However, on my new desktop I ran into an issue when I tried to enable SSL for Apache: Oh no, Laragon detected exceptions!
