Fair fair. Most of the services have export functions to take your code offline, not sure if Softr does. But anycase, if you don't want to use a no-code web-based builder, then you can try something like Bootstrap Studio to build with Bootstrap CSS. It's drag and drop too, but needs a little more work (i.e. Gotta read the bootstrap docs to understand how to compartmentalize components. But it's still easy once you... Source: about 1 year ago

Figma is a design/prototyping tool. So probably yes, but it's not directly resolving your end result. Webflow is SaaS, specifically a visual builder for websites. The two are not really comparable in which to choose. A better comparison would be Figma or XD. And for Webflow, something like Pinegrow, or CofeeCup's Responsive Site Designer.
